Registering a programmed cash register for FOP (Individuals-Entrepreneurs)

Since January 01, 2022, the Law of Ukraine No. 128 on compulsory usage of a registrator of payment operations (RPO)/programmed registrator of payment operations (PRPO) came into force. It concerns all single tax payers of the second, third and fourth groups, who conduct payment operations. People who evade reporting their revenues to tax authorities are penalized.

FOP and cash registers: registration procedure

How to register a cash register for FOP? Can you do it yourself? Do you need a cash register for cashless payments? We will try to explain the stages of the procedure of registering a cash register for FOP. 

You can register a cash register for FOP in the Taxpayer’s Electronic Cabinet. When registering the RPO, stick to the instructions below: 

• Choosing and purchasing a cash register. The choice of equipment depends on the scale and needs of your business.
• Choosing an RPO service center and concluding a contract on maintenance and repair. The contract is concluded digitally and its data is transferred to a tax authority. 
• Applying for registration. You can do it in the Taxpayer’s Electronic Cabinet. The application is submitted in the electronic form. For paper documentation, you will need to submit an application to a tax authority at your place of registration. The tax authority will need 2 working days to decide whether you can or cannot be registered. Refusals are usually due to mistakes in the application. If everything is correct, you will receive a certificate of a fiscal number reservation. 
• Commissioning a cash register. This is done by the service center. Specialists fiscalize a controlling cash module, connect it to the acquiring and seal it. The procedure takes up to 3 working days. Then, the service center provides the tax authority with an act and certificate of sealing; the entrepreneur retains the original of the document in the paper form. 
• Registration in the tax authority. Within 2 days from the moment of receiving documents from the service center, the State Fiscal Service provides the entrepreneur with a registration certificate which certifies the registration of the cash register. 
• The final stage – setting up the cash register and connecting it to the Internet. This is done by a service center employee. 

As you can see, the procedure is not very complicated but it takes time and expert’s experience. 

What information is required for the registration of RPO

• a copy of all filled pages of your passport and TIN;
• a contract of technical service and repair;
• excerpt on the registration of a business entity;
• a contract of sale/purchase of a cash register;
• a lease contract or another document that confirms ownership or temporary usage of a business unit where the cash register will be used.

Do you need a cash register for cashless payments?

Since January 1, it is obligatory to use cash registers. This does not concern individuals-entrepreneurs of the first group and individuals who conduct independent professional activities. When it comes to individuals-entrepreneurs of the second, third and fourth groups, they need to use a cash register regardless of their income and activity types. 

However, there are exceptions. Entrepreneurs can work without a cash register in the following cases:

1. Payment is made from the current account to the current account (online banking, IBAN).
2. Depositing cash through a bank cashier for transference to the current account.
3. Payment via a payment terminal which belongs to a bank.
